Yes it closes all the way at the top -- it's very secure. It also has a side flap that rolls down so that you baby can peek out.
It could fit any size dog from 3 lbs to 12 lbs -- don't get me wrong, it's isn't HUGE and bulky. But the inside is very roomy and comfy. It's like the perfect size bag because of the way it's shaped. It can pass for a pass or even a small sized diaper bag.
