You were a WONDERFUL Mommy to Tara, you did everything right! The breeder, who has lots more experience, is to blame here, he should have known that she was very ill.
Maybe if you actually went to the breeder's (get someone to go with you) to confront him, it would be more effective. It's harder to say no to someone's face than on the phone.
