I don't know it probably wouldn't be that bad of an idea for the right kind of people. Like hunters who take their dogs, I know some hunting clubs and some people use tracking devices on their dogs already but here's another option. Or maybe if you're going on a trip, just in case something happens.
I know when I was younger I would fly by myself to see my aunt and the rest of my family and my mom would alway put a paper in my pocket that had family members' phone numbers on it just in case. I guess this is just a step up.
