Her puppies could be big no matter what the sire or dam weigh... it has to do with genetics... or better yet.. genetics has to start some where... like a woman that is 4ft having a 5-6 ft child... when he/she is grown.. you just never know..
I think she is small... but if you are comfortable and trust your vet... ask him or her and go from there...
