You could call animal control and see what their policies are in advance!
Further, see if there is an ASPCA in your area that could do a courtesy call on the house or if they have a policing agency specifically held to helping animals in need. If so, they'd be the first you should call if you hear/see something.
Unfortunantely, I think that everyone has the right to ownership of pets and until they make a mistake, they cannot be held for something wrong they haven't done yet. But if you're concerned, don't keep quiet! Maybe offer her some assistance and just make your presence be known? |
