Oscar wears a collar with a tag on it at all times (except bath time). He's seven pounds--not a small yorkie. I've learned from one of my other dogs being let out of my fenced yard that I might not have seen him again if he hadn't been wearing his tag.
Oscar does wear a harness for walks--it is much safer for his neck than attaching the leash to the collar.
