Take pictures of the dog doing it's business and then collect the pile. Put the pile in a bag along with the picture and deliver it to the owner with a note that if it continues you will call the local authorities and have the dog picked up. Hopefully your community has a leash law and most have fines and fees to get the dog back that increase with each infraction.

I see red when put in a situation as yours and my other solution involves trespassing and poop slinging.
