Yes, hiking/lifting the leg is normal in a neutered male. The only thing that usually changes after neutering is their desire to leave their 'mark' everywhere. It really isn't a problem outdoors if they lift their leg, but if they're training on wee wee pads indoors, setting up a post for them to pee on will work. We have one of those little red hydrants that Petsmart sells, set up in the center of the pee pads. They lift their leg against it and it solves the problem.

A friend of mine uses a liter bottle filled with sand. Same idea and it works fine. Just be sure to scold the bad behavior when they lift their leg indoors in the wrong place. Good Luck.
