I would keep going, but ask the instructor to partition off an area for the smaller dogs if there is room. I selected my puppy school for that very reason, that they have a separate pen area for the small breeds. Only large dogs who have passed all obedience training (the class coaches, ha ha) are allowed in the same area as the smaller dogs. I would not force your baby to be near the large dogs. Let him take his time. Once he has had his 16 week shots, take him to the park so he will get used to being near other dogs.
