My dogs (Yorkie and Bichon) don't mind the rain or the snow or anything kind of weather at all. But - none of them like being out very long when it is freezing cold -- nor do I!
I would continue to take your dog out - but stay out only as long as she seems to be enjoying the walk. If she gets cold or doesn't like being wet - and wants to go back home - I'd turn around and home we'd go.
