The polymer clay is a little pricey...espcially where you need it for so many kids...maybe check into the paperclay or make your own paper mache!

for the little ones this would be good.

you need wooden clothes pins...(not the clip ones) (you will need 3 per reindeer)
googly eyes
1/8" ribbon (red and green)
tiny red pom poms
glue (I used 484 tacky, it's a white cement...works great!)

fold the ribbon in half to make a loop (make sure it's long enough to hang). Put glue on the top part of the clothes pin, put the ribbon between the two clothes pins...now you have the body.

take the other clothes pin and turn it upside down so you have a face and antlers, glue to the body...next glue the eyes on and the red pom pom and VIOLA! you have a reindeer! The kids loved making these and they could do most of it themselves. I have seen a small brown pom pom on the back for a tail but I thought it looked like a little turd so I left that off but you could also do this.
