I believe it is a photo editing program. Most of them are pretty simple to use. If you open the picture into this program you should be able to crop, photos, brighten/contrast them, make them black & white, sepia or do special effects, change the pixel size, etc. The thing to remember is that once you have made the changes, you need to save the picture again. If you save it as the same name in the same place, it will permanently replace the original.
