Question going potty outside in the winter

I have always had paper-trained yorkies. This time we are doing outside training for the first time. So far Jackson is doing pretty well. He still makes mistakes, but he generally gets the idea that going outside means it's time to go potty. On one occasion, it was raining and he didn't want to go outside. The raindops falling on him scared him I think. I'm wondering how it's going to be once we get snow this winter. Does anyone here have a yorkie that goes outside in the winter? Do you shovel out a clearing regularly? Are there dogs that just won't go outside when it's cold and snowy? I'm wondering what challenges we will have coming up.
