I wonder if his skin is just dry from the weather. You know how dry our skin gets in the fall. When the heat comes on it zaps the moisture right out of our skin. Maybe some oatmeal shampoo. I also have been putting aquaphor in Molly's tummy. When I rub it, it seemed dry. It could be anything really. Do you have have a flea problem? Does he get flea treatments? Good luck!!
