Loki drinks so much he pees clear... but his medication really helps. He still goes out 15 times a day but he can hold it long enough to let someone know he needs to go out.

The other thing I'm thinking is that if he is running and hiding maybe he is afraid of your reaction or something? Honestly, I'd go back to potty training 101. Crate him for a long while, then take him outside and wait for him to go. When he does, give him the best treat ever and act like he is the best dog in the whole world. Something didn't click with him or he is afraid of something. Beyond a medical problem where he can't hold it, that's all I can suggest. But honestly, try the walk. We always carry multiple poop bags on our walks and Loki is literally pooped out when he gets home!!
