Take him for a walk. I know it's freezing outside - but one trip around the block 30 mins after he eats and he will poop for sure. Loki will even poop on a walk even if he JUST pooped in the yard. It's worth a try. After a trip or two you'll know if it works or not. At least then you can be ready with a treat! then transition it to the yard...

Loki was the opposite of your pup. He would only poop in the house if he had diarrhea or something, even as a pup he would ask to go out for that. But he'd pee on the floor forever. He ended up having a bladder problem. So, it's not unreasonable to ask the vet...
