We had a pay as you go phone here in Canada and stopped using it. We barely used it but to stay on the pay as you plan you had to keep buying minutes as you would have only so many days to use them (like 20). Then they would cancel the minutes you had and you would have to get a new card with minutes to keep the "contract" so your minutes were cheaper. In the end it was just plain old cheaper to go with a regular plan. We were paying $40 bucks a month to talk 5 minutes total.
I think it would work great though if you use the minutes you buy and pay as you go also prevents the bill from get expensive with a teenage girl.
Many people think you just buy minutes and they last until you use them but they expire and you need to buy more minutes to keep being signed up. So it can add up if you never really use the phone.
