I agree.
I believe she and the Westie will both benefit from some training. The problem is with your friend, not the dogs. Evidently the Westie believes that he is the pack leader and needs to learn that he isn't, and your friend needs to learn how to teach him that she is in charge and not him. In time it should all work out. Meanwhile they need to do some homework.
