I know exactly what you mean. My 3 year old, Prada, is 8lbs, while my 9 month old, Dolce, is only 3.5 lbs. Everyone seems to walk right past Prada when we are out and pay all of the attention to Dolce. My own family is often guilty of the same thing. It usually works in Prada's favor though, she winds up with an extra toy or a special treat because I feel so bad.
