he's sleeping or resting. Mine sticks his tongue out even though his mouth is completely shut. Just the tip of it sticks out and even when he is awake and his mouth is shut. Also when he is playing fetch and you take his toy from him, he looks up at you and he moves his jaw rapidly open and shut so that it looks like he's biting at nothing!
