Default Q about silky hair & puppy cuts...

I am going to be taking my baby to the groomer for probably her first cut... and I was wondering what I should do. The hair on her back is thin & silky, almost the shaggy dog look, lol. It is very easy to brush out. Her legs & belly are, softer instead of silkier is that makes sense... is that still puppy hair? She has some matting on the back of her legs & belly (from before I got her a few days ago), not bad but I think it's a case of the puppy hair and adult hair getting tangled...

My question is this, should I just have the mats removed, so I can brush her everyday & try to keep them away, or should I get her a puppy cut? Or should her belly be shaved? I will attach a picture so you can see her coat (I'm pretty sure it's the thin scraggely looking coat that will be full & silky)... My goal is to have her grow out a long beautiful coat, but I guess I am wondering is if I should keep it shorter until all her hair is adult hair or if it will matt when I start to grow it out anyway...

Oh, and the hair on her face always seems dirty and wet (from eating, playing). Is there a secret to keeping her pretty face, well, pretty? Should I just comb it a lot? is there a perfect comb somewhere that I haven't seen?
