I was just browsing for a photo resizer that you can use online with out down loading any programs and came across a couple of them. I have not tried either of these but they look really easy to use and they are free. I just thought about all the postings that are asking for help on resizing and remember what it was like when I first started using my computer and wished I had these pages back then. I hope one of these helps.
