It may possibly be allergies, many dogs do not tolerate corn very well and there is corn as filler in many dog foods. You wouldhave to read the labels look at hypoallergenic foods but check for corn or wheat, these are the two common culprits.
I do not like prednisone as an answer especially so young a dog.
I am leaning towards allergies or it could be a thyroid problem. He would have to off prednisone for a period of time to get a proper reading for a blood test - geriatric panel plus thyroid levels.
I would think about talking to another Vet clinic maybe if possible locate a clinic in your area that breeders are going to.
