Yes but that would likely be a Vet that knows nothing about breed standards for Yorkies. I am not saying at all it is a health issue, it is an issue that the female is way too big for the breed standard for the YOrkshire terrier.
If you are determined to breed her, that is up to you, but I felt I should point out there are certain standards in any purebred breed to consider before using a stud or dam for breeding. In my opinion, I don't consider breeding a female under 5 lbs as that is too small too risky for whelping complications.
Too big a Yorkie is a different reason not use them that you will end up producing very large Yorkies.
