My guess would be allergies or dry skin. Has he scratch since you got him or is this some thing new? If it is some thing new check to see what is new in his environment. New food, new soap, new detergent for the family? This time of year mine start to scratch a little, and I just assume it's due to changes in the weather. My skin starts to get dry and itchy this time of year. I would try a moisturizing shampoo.
