It's by RuffWear - great company! I got it at a small local pet store. It has a clip that goes around your waist and then it is stretchy so that it doesn't sag. Loki is trained to walk next to me, but it also helps ME not be tempted to pull him. Somewhere I read that it's only fair if the "no-pulling" works both ways. So there is just enough stretch for him to stop and pee, and it makes me call him and use commands rather than tugging on the leash to get him to follow me. I LOVE it. I probably overpaid for it (and I'm very frugal when it comes to dog things, always looking for the best price) but I don't even care. In fact, I didn't even look at the price tag when I bought it because it was the neatest thing I'd ever seen.
