call your local tv station. ask if they can do a story on the topic and use these people to get the message across to everyone. I can't believe the humane society couldn't do something about it. I would turn them in to the closest ASPCA for not trying to do something about it.
I may be an odd ball for this statement but ... I dont' think any dog belongs out side. (to live).
