Good grief...she is saying that this has happened in the past to her and a lot of people she's known...that she's given money to people to get a puppy spayed and then doesn't get the puppy! I'm sure that happens all the time! NOT! This sounds more and more like a scam. Maybe the scammers saw how many people were interested in the puppies they don't have and figure they could make some good money off of real, live puppies.
