I had the same problem with Reagan and our two cats. I pretty much just had to let Reagan learn that the cats don't like it. I know my cats very well though and know that they aren't going to hurt her, although I'm sure most cats aren't going to hurt a little dog they are just going to do enough to get away. One of my cats will just run and jump to higher ground the other will swat but for some reason only uses his claws when he's playing with us humans (I guess he's trying to tell us something).
Just watch your pup and let the cats take care of themselves a couple times(just make sure they don't go too far). Your pup will learn that cats don't play the same way dogs do and you'll be surprised how quick your dog will start playing with the cats like cats (batting at them and such).
