I feel very fortunate. Abbey has no problem using her pee pads anywhere. We have visited several friends homes, hotels, etc and we always put the pads down as soon as we get there and show her where they are. We usually put down 2. One in the bedroom where we are staying and the other in the living room or family room or hallway. Somewhere she can get to quickly when we are in other parts of the house. We use the Jump Start pads by Simple solution. They seem to be more expensive than others, and I am hoping when she is a little older and 1000% perfect, I can use the less expensive pads. I also put her on the pad when we first arrive. Sometimes she goes and sometimes she doesn't, but I feel like I have given her the opportunity to "be a good girl". Whenever she uses the pads, everyone applauds and praises and praises like crazy.
As far as going on the rug, have you removed the odor from prior pee episodes? If the odor is still there, she may think that is a good place to go. I swear by Simple Solution. It removes the stain and the odor very well.
Good luck!
