I agree two puppies and a toddler would be a lot of work.
I can't see that there is anything wrong with your routine. It will just take time for them to mature enough to not be crazy. I enjoy the racing around the house, but then I don't have any little kids. My dogs are my kids.
It's good that you are trying to resolve this issue now before Pixie gets any older.
