He's a cutie.
At two years old, I would not be too concerned with how much he is drinking or peeing. He evidently is used to that schedule.
At his age it might be difficult to try to retrain him to a pee pad. You might end up confusing him and making him think that peeing anywhere in the house is OK.
I also would not worry about him going outside in the cold. They learn to go quickly.
