I have 6 foot and 8 foot board fencing enclosing my back yard, and they still get in! There was a litter back there, was 3-4 black cats..one day.

And also like you one time, the cat froze, luckily, so did my dog! That really scared me too, knowing a cat can put an eye out when scared enough.

I don't know of a thing you can put outside, that your dogs won't also be able to get into.

When I see the black cat that pops up from time to time, I scare it off. A really loud PSSSSS, and a clap of the hands. It almost flies over my board fence!! It took a while, but I haven't seen them in the back yard for some time now. Keeping fingers crossed here!
