I've never heard of it but I just looked it up and it looks like they market to pet stores. The benefit is you get a "certificate" to frame. So the registry itself just looks like a waste of money. From their website:
When you register your dog with the ACA, you will receive a Certificate of Ownership, which proudly displays your dog’s information: such as name, color, parents name and registration number, etc. This certificate is as attractive as it is large.
