I can feel your frustration as new things present themselves. Things will get better! Hopefully when Chewy feels better he will calm down and be more receptive. You are all in my prayers, and know you have support here. The breeder needs to be held responsible, I'm just not sure how, other than making yorkie people aware. GOOD LUCK..and Hugs
