For sure -- keep them as short as possible - and, as someone suggested, the oftener they are trimmed the shorter you can cut them.
*** Also - I think that your puppy chewing on very short nails might bother/hurt him (because there isn't any extra nail to chew on) and help cause him to quit doing this.
