You really can't know for sure. A really small puppy can have growth spurt later on. Two little parents can have a large puppy. You have to trust the breeder and even they don't always know. I too wanted a little yorkie this time around and I lucked out. I saw both of Debbie's parents and they were both small. Debbie weighed a pound and a half at 10 weeks. Many people are leary about tiny dogs though. Sometimes they aren't the healthiest but I've been lucky so far.
