I also posted in your other thread. I have a 5 month old little girl and he coat looks similar to your little girl's coat. I trimmed her down and her fur is coming in a lot more silky.I think she is just losing her puppy coat. I am not really worried about it 1) because I'm not showing her or breeding her and 2) I have her brother who is a year old and his coat did the same thing but now it is so soft and silky and shiny. I keep him in a puppy cut but if I wanted to grow his hair out long, I would have no problem doing it.

Your little girl is not ugly. She is precious! Maybe she is just a late bloomer. Have you tried the Missing Link Supplement? I believe that is what made my Hobbs' hair so soft and silky. Look at this thread and see for yourself:
