I don't see any pics.... but Oscar had bumps when he got neutered too - they went away in a couple months - it's just scar tissue. Unless it really bothers you, I would just leave it be and let it heal on its own. You can't even see where Oscar's incision was now (and he had two cause he was a cryptorchid neuter) Oscar would have just licked anything off I put down there anyways!
