For those who live in PA (and know how bad the puppy mill problem is), Gov. Rendell appointed a special deputy secretary for dog law enforcement. Several legislative and regulatory changes are being made to strengthen the law, including strengthening criminal penalties, allowing seizure of distressed animals, and requiring daily exercise for dogs housed in kennels. Also, he let go 14 people previously serving on the board because of dissatisfaction with the results.
It's a step in the right direction! At least someone is paying attention!
