Very bad idea. It doesn't work most of the time, could create problems for him and he could very well pass on the problem to his offspring if it does work.
I would hope if he is your pet and your neighbours females are her pets, they aren't used for breeding anyway.
There are many whys and wherefores for the reason for breeding and not breeding, many discussions on this forum about it. Check them out.
