You could try the Animal Welfare Association or try googling low-cost spay/neuter clinic in your area. My parents have always used the AWA for their cats and a family friend of ours worked there and said it was very safe. It's usually much more affordable than the vet.

Some vets will neuter earlier than 6 months, but tradition is to do it around 6 months old. It's up to you. I'd talk more to your vet about his/her reasons for doing it early. Also, make sure that wherever you go to get his neuter done they use isofluorine or sevofluorine as an anesthesia. It's the same kind that is used on humans and your puppy will come out of surgery much quicker.
