Oh yes, it is very possible to train him to go outside. But, I would either pick outside or pee pads, not both. They will get confused. I crate trained both of ours. Here is an EXCELLENT site on potty training and it gives a good schedule to use to potty train/crate train your puppy:

A lot of dogs won't potty in their crate. One of my yorkies would potty in his crate and one of my yorkies would never potty in her crate. If Max is one of those who will potty in his crate, you will need to make the crate very small, only big enough for him to stand up, turn around, and lay down. However, if he won't potty in his crate, you can give him more room. But try following that pottying schedule that I just posted. The main thing is be VERY VERY consistent. If you let Max get away with pottying where he isn't supposed to even a couple of times, then it will be much harder to train him. Don't hesitate to post any questions you may have along the way.
