Unhappy Timid but Defensive

Hi, WE bought our little Yorkie from an individual who only had him 2 months and then they had to go back to work. He was very timid when we met him and also on the ride home was very quiet but sweet. It took a couple of days before he was "okay" with the female maltese we already owned. After several more days, he was great with the maltese and they are best buddies. Problem?: Well, our neighbor had three dogs and they were all friendly and got along well with the maltese and they did not have a problem with the Yorkie BUT----he had a problem with them. He snarled, growled and even went after them aggressively and in very plain language to leave him alone. He now runs when their puppy (six months now) comes down and runs to the lani door and stays there all huddled up. I have never seen such a young dog act so unfriendly with other dogs. The maltese gets along with all dogs and people. So I am trying to figure out why he does not like to inter-react with other dogs, not even a little bit.
