I agree with eveyone persistance is the key. The treats afterward is a good thing too, keep that up. It lets him know that when he gets brushed he gets a treat, so he will begin to like the brushing because the treat is coming. You could also try a chew treat of some sort during the brushing. Hold it so he can't get it and run away and brush him while he's laying with you eating it. You could even take it a step further and take it away at the end of the brushing so he only gets it while getting brushed, but if you's is like mine he'll be running around for hours afterwards trying to find where you put the treat.
After a while he will probably enjoy being brushed anyway with or without treats, he just needs to learn to calm down a bit first.
