OK I think I know what will solve your problem. Because you have dog doors - you are not actually following them outside to reward them for peeing outside. You need to take them outside either on leashes or not, but you need to start taking them out, say every hour at first. Wait for them to pee and give them a treat immediately. Teach them what "go potty" and "outside" means. I will ask Loki "Do you need to go outside?" and he will run over and ring his bells if he needs to. So you can start to ask the girls if they need to go out and then encourage them to use the dog door (try putting a treat on the other side). Then you transition to giving them a treat when they come back in. I used to walk all the way outside with Loki and give him his treat as soon as he finished. Now I stand inside while he goes out on his flexi then he bugs me for his treat once he's back in the house.
