This is strange...sorry, I just cannot make up my mind what to think. By law I do not believe they can give your pet a sedative without your permission.
Why would they do that anyways to do a regular grooming? I have heard of out of control dogs who have been taken to the vet and it be requested by the owner to give them a sedative so a grooming was possible. (just my opinion but that is in part many ownrs own fault for not training their pets)
I would get a thrid party in there...something is very fishy.
