Sounds very much like an allergy. Change the diet and shampoo with an oatmeal bath. It is very soothing. Try an orgainc food. There are no chemicals or preservatives in it or food coloring. I use Natural Balance Organic. No corn or wheat either. It is one of the better foods. Poor baby. I had a terrier who was allergic to everything. It was sad to see him scratch all the time.
