Crystal did the same thing for about 2 wks. If your puppy is like her, he will eventually get bored with it and go on about his business. We decided, for some of the same reasons as you, that we would litter train long before we got her. We made a commitment to ourselves and her, stuck to it and couldn't be more tickled with the results. IMO, if you give him time he'll get bored with it and start doing what he's supposed to.
