I have a great program by Roxio that allows you to do that. I've burned some fabulous dvd's/cd's set to music using photos. They make fabulous gifts. I've made a few for friends and they just love them. It's really easy to do...very user friendly, and you can do all kinds of neat things to add to the mood or tone of the cd...depending on what you want.
The program is called Roxio Easy Media Creator (7) It wasn't that expensive. I think I paid around 40 bucks for it here so it's probably alot cheaper in the U.S.
